Integration Course for TCN Work Permits in Malta

About

This 40-Hour Integration Course is a mandatory educational framework introduced under the Malta Labour Migration Policy. It was developed by the Ministry for Home Affairs and Security. The course is specifically tailored for Third-Country Nationals (TCNs) who are currently residing and working in Malta. It is intended for those looking to renew their Single Work Permit.

This face-to-face programme bridges the gap between foreign workers and the local community. Furthermore, participants are empowered to achieve their full professional potential. At the same time, social cohesion across the Maltese Islands is promoted.

The Maltese Government now requires TCNs to demonstrate active adaptation to local life. Therefore, this requirement must be met to secure long-term employment continuity. Completing the Integration Course unlocks major work permit benefits managed by Identità:

  • Standard Workers: Upgrading from a restrictive one-year renewal to a two-year extended work permit, provided a matching two-year employment contract is held.
  • Specialised Schemes: Unlocking renewals of up to three years for workers under the Key Employment Initiative (KEI), Specialist Employment Initiative (SEI), or the EU Blue Card Directive.

The course is specifically designed for foreign workers who have completed their initial year of employment in Malta. It is intended for those moving beyond their first annual renewal cycle. However, first-time applicants who are still outside Malta must complete the separate online Pre-Departure Course.

Finally, 100% attendance is compulsory and constitutes 20% of the final grade. The remaining 80% is awarded through the final examination.

Price excludes the examination fee payable to the Government’s Department of Examinations.

Entry Requirements
  • Current Residency: Applicants must be Third-Country Nationals (TCNs) currently residing and working legally in Malta.
  • Permit Type: Applicants must hold a valid Single Work Permit (or a specific key/specialist initiative permit) that is approaching its expiry and up for renewal.
  • Employment Status: Applicants must have a valid, active employment contract with a Malta-registered employer.

Applicants are required to be at least 16 years of age at the time the course starts, with a basic working knowledge of English to understand the civic, legal, and safety modules.

Learning Outcomes

By the end of the course, students will be better able to:

  • Understand workplace rights: Know exact pay, hours, and job safety rules.
  • Navigate housing rules: Handle legal rental contracts and landlord agreements confidently.
  • Follow local laws: Master basic Maltese legislation and access emergency services.
  • Embrace Maltese culture: Respect and adopt local customs, traditions, and social etiquette.
  • Manage daily living: Use public transport, book doctors, and handle banking independently.
  • Apply eco practices: Follow Malta’s specific waste sorting and recycling laws.
  • Use language basics: Speak survival Maltese and English phrases at work.
  • Access online government: Navigate local ID, visa, and immigration portals smoothly.
  • Achieve community integration: Blend all these skills together to live and work confidently in Malta.
Further Steps

After completing the course, students must register independently to sit the mandatory, formal integration exam co-ordinated by the government’s Examinations Department. STC Higher Education is unable to assist with this step. Once the exam is graded and passed, the student is issued the official Integration Pass Certificate. To qualify for the extended 2-year or 3-year single permit, the applicant’s employer must provide an updated employment contract matching that exact duration. The applicant (or their employer) must log into the official Identità Expatriates Online Portal. Under the Single Permit renewal application, the digital copy of the newly acquired Integration Pass Certificate must be uploaded alongside the new multi-year contract and standard renewal documents. Once Identità reviews and approves the submission, the applicant will receive an invitation to go to the Identità Expatriates Unit to take new biometric data (photos and fingerprints) for their extended eResidence card.
